About the Department of Conservation and Recreation (DCR): The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.
The Department of Conservation and Recreation seeks qualified applicants for the position of Regional Planner III-Project Manager Architecture.
GENERAL STATEMENT OF DUTIES
The primary responsibility of the Regional Planner III-Project Manager Architecture will be supporting the Director of Architecture to advance climate change mitigation and adaptation efforts by implementing sustainable practices and advancing resiliency across our assets, infrastructure, and resources. Specifically, the Regional Planner III-Project Manager Architecture will support the management of the Climate Resilience/ Net Zero/ Accelerated Energy Program (AEP) initiatives as functions related to fulfillment of Executive Order 594, Executive Order 515, and the Massachusetts 2050 Decarbonization Roadmap. These initiatives are critical to improving the decarbonization efforts throughout the DCR system. More specifically a program that promotes renewable energy, carbon sequestration, monitoring, green facilities and grounds, Mechanical Electrical and Plumbing rehabilitation and improved efficiency, green transportation, new construction, and whole building rehabilitation. Development of scopes, estimates, permitting, construction observation, and contract management is required. The Regional Planner III-Project Manager Architecture, with experience in sustainable, renewable technologies, planning and design, bid document preparation, procurement, environmental and cultural resource permitting, and construction observation, will enable us to implement and track the program efficiently. The Regional Planner III-Project Manager Architecture position will develop programs, make recommendations, and manage projects at a variety of scales, enabling us to deliver capital projects of consistent high quality within the fiscal year timeframe in support of the Net Zero Task Force.
PREFERRED QUALIFICATIONS:
- Graduate or undergraduate degree in architecture, city and regional planning or related field.
- Knowledge of green building technologies and concepts along with preparing facilities for climate resiliency.
- Strong experience with word processing, graphics, spreadsheet, drafting, modelling and geographic analysis software.
- Demonstrated knowledge of the Commonwealth’s natural and cultural resources.
- Demonstrated knowledge of applicable Commonwealth environmental agencies, laws, polices, and regulations.
- Working knowledge of the organization and operations of municipal governments and environmental nonprofits, state and local environmental permitting and land use planning initiatives.
- Superior organizational and team building skills, including the ability to coordinate and lead diverse teams of individuals towards cooperative management goals and objectives.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least two years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor’s degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*
II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental studies may be substituted for three years of the required (A)experience and one year of the required (B) experience.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s License.
