The Department of Citywide Administrative Services’ (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.

Broadly, DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40×25), 50 percent by 2030 (50×30), and 80 percent by 2050 (80×50). Beyond 40×25, 50×30, and 80×50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaic on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.

The Project Manager, Clean Energy will work within DEM’s Clean Energy Unit, under the guidance of the Operations Manager, Clean Energy, but in extremely close coordination with DEM’s other units.

The Project Manager will be charged with responsibilities including, but not limited to, the following:

  • Project Management: Directly manage end-to-end development of clean energy design and construction projects. Ensure proper, timely, and cost-efficient completion of projects, including supervising consultants and contractors and working with other energy personnel at City facilities. Provide project management support across the division.
  • Support Asset Management/O&M: Provide support to operations and maintenance of installed solar PV systems, including but not limited to; troubleshooting, drafting scope for O&M contracts, conducting site visits, and vendor management. Provide support towards asset management of installed solar PV system, including but not limited to; analyzing production data to ensure performance meets expectations, engagement with stakeholders on the health of systems and required O&M, and periodic site visits to verify system operation.
  • Project Development: With direction from the Clean Energy Operations Manager, support the development of project portfolios, creating solar PV model generation, solar PV and/or other clean energy technology recommendations (specific to facility benefits), report writing on field conditions, report editing, high-level cost estimation, and schedule creation. Working directly with our agency partners in identifying facilities for future solar PV, energy storage, and/or other clean energy projects.
  • Conduct Technical Analysis: Conduct technical calculations related to energy usage changes, generation capacity, energy cost savings, and avoided greenhouse gas emissions. Conduct analyses at both a project and program level. Complete performance analyses to ensure anticipated generation capacity and emissions reductions and City’s solar goals are achieved.
  • Assist with KPI Reporting: Perform program data collection, tracking, and reporting. Tracking and reporting on key performance indicator metrics and developing summaries and projects of past, current, and future performance as well as installation metrics and milestone tracking and development.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field; or
  • Completion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
  • Four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
  • Education and/or experience equivalent to “1,” “2,” or “3” above. One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described in “1” above. One (1) year of acceptable experience will be credited for a master’s degree in any of the fields described in “1” above.

Special Note

To be eligible for placement in Assignment Level II, candidates other than Professional Engineers or Registered Architects must have either:

  • A Bachelor of Architecture degree that is the first professional degree in architecture from an accredited college; or
  • A baccalaureate degree from an accredited college or university and a master’s degree in building science, energy management, or engineering from an accredited college or university; or
  • After meeting the minimum qualification requirements, a master’s degree in any of the fields described in “1” above.
  • After meeting the minimum qualification requirements, one (1) additional year of experience as described in “4” above; or

To be eligible for placement in Assignment Level III, candidates other than Professional Engineers or Registered Architects must have, after meeting the requirements for Assignment Level II, one (1) additional year of experience as described in “3” above.

To be eligible for placement in Assignment Level IV, candidates must have either:

  • A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in “3” above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in “1” above; or
  • In addition to meeting the requirements for Assignment Level III, one (1) additional year of experience in a supervisory capacity, or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in “1” above.

License Requirement

A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.

Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.

Preferred Skills

The preferred candidate will bring the following skills and experience to this position: – A bachelor’s in electrical, mechanical, facilities, environmental engineering, architecture, or related field. – At least six (4) years of technical project management experience, including project planning, scope development, design, and construction management, project close-out, and/or operations and maintenance with three (2) years of direct experience in Solar PV implementation/development, Solar PV operations and maintenance, energy management, facilities management, commissioning, or MEP construction project management. – Experience in the development, installation, and/or design of solar PV projects. – Experience with operations and maintenance of clean energy assets. – Experience with Solar PV data acquisition and performance tracking systems, including database applications, communication protocols, and other applicable information technologies. – Strong familiarity with energy usage, energy cost savings, and avoided greenhouse gas emissions calculation methodologies. – Experience with the following software: Helioscope, PVSyst (Solar PV modeling), Microsoft Excel – Ability to hit the ground running. Direct experience and familiarity in all of the above qualifications are required.
