Job Description
The National Renewable Energy Laboratory (NREL), located at the foothills of the Rocky Mountains in Golden, Colorado, is the nations primary laboratory for research and development of renewable energy and energy efficiency technologies. The Water Power Deployment and Commercialization group within the Energy Conversion and Storage Systems (ECaSS) Center works on alleviating market barriers and enabling commercialization for marine energy and hydropower systems. Staff in Water Power Deployment and Commercialization have broad expertise in policy and regulatory analysis, STEM and workforce development, stakeholder engagement, and industry network development.
Water Power Deployment and Commercialization is looking for a full-time Ocean Energy Regulatory and Stakeholder Engagement Researcher, who will focus on regulatory analysis and stakeholder engagement for crosscutting ocean energy research efforts including offshore wind, marine energy, floating solar, hydrogen, and hybrid systems. The candidate will be responsible for contributing to collaborative research projects that support the costs and benefits analysis of offshore energy systems for both grid and off-grid applications in small, community, and grid-scale demonstration and deployment opportunities. The specific activities that the researcher or engineer will work on include, but are not limited to:
  • Contribute to regional offshore wind siting, permitting, and stakeholder engagement studies.
  • Analyze marine energy technologies for small and community-scale coastal applications.
  • Help identify the costs and benefits of ocean energy applications and determine end user needs.
  • Assess the co-benefits of ocean energy applications in coastal environments.
  • Support engagement with end users and partners who are interested in developing ocean energy to benefit their local economies.
  • Contribute to crosscutting energy justice focused initiatives which span ocean and coastal ecosystems.
To successfully support these activities, the ideal candidate should have experience or be open to working with communities to integrate renewable energy systems that balance community needs with sustainable energy systems in their broader community ecosystems. Within community ecosystems, energy, economy, environment, and social systems are considered, balanced, and addressed in any research and analysis undertaken by NREL.
The ideal candidate will be willing to learn about laboratory and/or open water testing of marine energy systems, as well as show evidence of good project management practices, a willingness to learn and contribute to proposal development, and support stakeholder engagement activities.
The researcher will perform the following activities:
  • Support planning, documentation, and reporting results from research performed.
  • Support collaborations with tribal, local, and state governments, as well as interest groups, academia, public research entities, industry, and other stakeholders.
  • Contribute to presentations and publications of scientific and engineering work at domestic and international conferences and in journal publications.
  • Support interaction with the Department of Energy and the marine energy industry.
  • Collaborate regularly with Water Power and Offshore Wind team members and as required across NREL.

Basic Qualifications

Relevant Master’s Degree . Or, relevant Bachelor’s Degree and 2 or more years of experience . Working knowledge of laws, regulations, principles, procedures and practices related to specific field. Skilled in problem solving, written and verbal communication. Ability to use various computer software programs.

Additional Required Qualifications
  • Engagement with community stakeholders, preferably around technology adoption, and familiarity and understanding of stakeholder engagement practices.
  • Familiarity with the interactions between energy systems and coastal ecosystems, related challenges and engineering problem solving and investigation techniques.
  • Proven track record as an independent project contributor with the ability to self-manage tasks and report on progress without prompts.
  • Familiarity with marine regulations for instrumentation and ocean energy.
  • Experience working with Python, C++, Git, and/or related scientific software languages and engineering analysis packages.
Preferred Qualifications

  • M.S. in policy or engineering, particularly at the intersection of renewable energy, social impact, and/or resource management
  • Project management and budget adherence experience.
  • Excellent time management skills with demonstrated ability to successfully manage multiple projects.
  • Excellent writing, organizational, interpersonal, and communication skills.
  • Demonstrated ability to work effectively in a large dynamic team environment with evolving requirements and schedules.
  • Inventive problem-solving application.
  • Experience with customer relations to understand needs and develop value-added solutions.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Researcher II / Annual Salary Range: $73,200 – $120,800

NREL takes into consideration a candidates education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employees salary history will not be used in compensation decisions.
